Regular meetings of the Gilmore Township Board are held the second Tuesday of each month at the former Elberta Library, 704 Frankfort Avenue.

January 14, 2014—Present: Ron Beyette, Carl Noffsinger, Sharyn Bower, Laura Manville, Doug Holmes. Guests: County Commissioner Don Tanner, Bob Delanoy, James Ward.

Don Tanner noted that the Planning Commission will be collaborating with the Traverse City Economic Development Committee. Also all the government labor contracts in the County have been negotiated and settled.

Guest Bob Delanoy from the Planning Commission related that the DNR is looking for feedback concerning coastal mapping along the Great Lake shorelines for kayakers.

Minutes from the previous Township meeting were approved. The Clerk related that the Township is seeking individuals to fill two vacant positions on the Board of Review.

Further discussions included that the Walkley brothers will be contracted to maintain the cemetery. Also a new budget will be adopted in March 2014.

February 11, 2014—Present: Doug Holmes, Carl Noffsinger, Sharyn Bower, Laura Manville, Ron Beyette. Guests: Connie Barnes, Eric Pyne, James Ward, Tom Stobie.

Guests were invited to make comments. Eric Pyne related his interest in local politics and said he is on the Brownfield Board. Tom Stobie announced his candidacy for the 101st House Seat for Michigan.

Regular discussion included approval of the previous meeting minutes and Treasury report. The Township Board nominated and approved Ken Holmes and Bob Delanoy to fill the two vacant positions on the Board of Review.

The Walkley brothers will take care of the cemetery, but major incidents like fallen trees may have to be contracted out. Incidents such as this would be reviewed by the Board for appropriate action.

Ron Beyette related that a husband and wife team, Mr. and Mrs. David Brown from Traverse City, have expressed their interest of filling the tax assessor position vacated by Marvin Blackford. Their charge would be $13.05 dollars per parcel.

March 11, 2014—Present: Carl Noffsinger, Ron Beyette, Laura Manville, Doug Holmes. Guest: County Commissioner Don Tanner, James Ward.

Mr. Tanner commented on the success of the Benzie County Recycling program. Doug Holmes suggested scheduling more opportunities for recycling of electronic equipment.

Mr. Tanner remarked that the Region 10 mental health services are struggling because of budget cuts by the state. Current mandates are unrealistic because of the lack of funding. One of the mandates is that County Mental Health services be available to the jails. Mr. Tanner related that Benzie County Mental Health Services of Region 10 is one of the few which has been accessible to the county jail. Other county mental services are unable to fill that role. Mr. Tanner is involved in making mental health services more cost effective for the Region but he added the current funding levels will likely result in 50,000 people losing access to public mental health funding. Mr. Tanner also noted that the County needs to establish a redundant system for major emergency situations.

The Township Board approved the Minutes and Treasurer’s report from the previous meeting. The Clerk’s report noted that a public hearing for the new budget will be on March 20, 2014, 7 pm at the Elberta Library Building. Notification of the meeting will be posted in the Elberta Post Office and the local paper.

Old Business: Discussion included current contract agreements with the Walkley brothers on the cemetery maintenance. Because of unpredictable weather conditions in the transition from fall to winter final payment for seasonal cleanup will be held until the task is completed.

New Business included the following schedule for Township Meetings beginning next month. In 2014 the meetings will be held as usual in the Elberta Library Building at 7pm once a month on the following dates:

April 8, May 13, June 10, July 8, August 12, September 9, October 14, November 11, December 9, and continuing on into 2015, January 13, February 10, and March 10.

April 8, 2014—Present: Ron Beyette, Sharyn Bower, Carl Noffsinger, Doug Holmes. Guests: Karl Sparks, County Administrator; Bob Delanoy and Connie Barnes of the Gilmore Township Planning Commission.

Bob Delanoy requested a meeting to be held at the Elberta Library on May 27th at 7 pm to discuss the Master Plan concerning the immediate region. The final plan will be submitted in July. Connie Barnes related that a section of M-22 in Benzie County will be recognized as a part of the Pure Michigan campaign.

Karl Sparks, the County Administrator, will provide a series of workshops concerning local governmental issues. He noted that on May 15 at 1:30pm a workshop will be held at the Government Center concerning the Open Meetings Act.

The Treasurer’s and Clerk’s reports from the previous Township meeting were approved. Clerk Sharyn Bower noted that a millage concerning fire protection will be on the November ballot. Ψ
